      FROM: Columbia County Board of Supervisors Chairman Matt Murell
      FOR IMMEDIATE RELEASE:
      COUNTY DOH TRACKING COVID-19 OUTBREAK
      The Columbia County Department of Health is in the process of coronavirus testing and engaged in contact tracing following 10 migrant workers in the county testing positive on Thursday, Director Jack Mabb said Friday.
      The 10 workers who have tested positive are currently confined to mandatory quarantine. Another 10 individuals are confined to mandatory quarantine because of their contact with those who tested positive.
      The workers are confined to one fruit farm in the Hudson area. They reside in a single home used by workers who do not live on the farm itself.
      The farm does not operate a market or otherwise interact with the public.
      Director Mabb said that the DOH tested 51 workers on Thursday. The department is in the process of testing the remaining workers today, which will bring the total tested over the two days to approximately 90.
      “There is no indication that this outbreak presents a danger to the public at large. The Department of Health’s contact tracing efforts are showing us that the workers’ movements have been confined to the farm and the residence,” said Director Mabb.

      GOLF OUTINGS TIED TO OUTBREAK

      On Monday, Columbia County Department of Health Director Jack Mabb announced that currently 15 confirmed cases of COVID-19 in the county can be traced to two July golf outings.

      The golf outings in question were held July 10-11 and July 24. Neither was an organized tournament event and neither golf course was located in Columbia County. To date, the widespread outbreak has affected four retail outlets and the DOH also reports that there are positive cases in two private daycare settings within the county.

      It is emphasized by Director Mabb that anyone who was there, or has had contact with any of the confirmed positive cases, would have been contacted by the county Department of Health by now through the contact tracing program and advised if quarantine measures needed to be implemented. As of Tuesday morning, many of the 102 people currently under mandatory quarantine in the county are connected to the golf outing outbreak.

      The 15 confirmed cases did not necessarily result from playing golf together, but more likely from not wearing face masks and not observing proper social distancing, said Director Mabb.

      “In the world of COVID-19, golf, as a game played outdoors, places you at very low risk of contracting the virus. The likely spread of the virus in this case came from people not wearing a mask and not social distancing when done playing. This outbreak is the likely result of a group of friends getting together and not doing what they should have done when off the course,” he added.

      Director Mabb further noted that social media rumors that there are 14 confirmed positive cases of the virus at a local retail store are “untrue as far as we know at this time. There is one confirmed case, although as its employees get tested, there may wind up being more. Those who are concerned about shopping in the store should feel safe to continue, provided they wear a mask and social distance when in the store. People should not necessarily trust what they read on social media.”

      The information we get comes from an NYSDOH database that distributes test results for residents to counties based on their address provided at time of testing. This means that results of Columbia County residents who get tested outside of the county and other county residents who get tested here all reach the Department of Health of their home county through the NYSDOH database. 

      Additionally, those deemed “recovered” are residents who have tested positive, have endured their required isolation and are well enough to end their isolation.

      PINE HAVEN REPORTS SIX NEW POSITIVE FOR COVID-19

      Columbia County Department of Health Director Jack Mabb said Sunday that since Saturday, six additional residents of the Pine Haven Nursing Home & Rehabilitation Center in Philmont had tested positive for COVID-19.

      The six new positives bring to 17 the number of Pine Haven residents that have tested positive for the virus, which now affects all three wings at the facility. Two of its residents have succumbed to the disease over the past week, Mabb said.

      “Pine Haven is being diligent in isolating patients in the facility,” Mabb said, “and staff is being confined to working in one area, rather than moving between wings.”

      “The state Department of Health has been notified. Locally, the county DoH continues to closely monitor the situation at Pine Haven,” he said.

      It may be confusing to compare the numbers we report here to the numbers reported by NYSDOH and other news platforms. We suspect the discrepancy comes from dual homeownership. While we get results on people who report having addresses in Columbia County, there may be people with more than one address and the state attributes their results to their other address (likely downstate). The numbers we report are the cases we are monitoring and the homes we visit to ensure compliance with Isolation & Quarantine. We continue to monitor our numbers closely and make it a priority to report information as accurately as possible to our residents.   

       

      Regardless of who gets tested, where a person is from, essential or non-essential work, it is important now more than ever to STAY HOME. We recommend staying 6ft away from everyone but that still leaves a risk of surface transfer. Touching countertops, doorknobs, shopping carts, etc. allow the transfer of the virus. We are sad to report that an elderly individual, who was infected with COVID-19 along with multiple other co-morbidities, has passed away. Four of the positive cases remain hospitalized. We have received 309 test results completed for Columbia County residents. There are 79 individuals under mandatory quarantine and 42 under precautionary quarantine. There are 10 residents with suspected, not tested cases.

    • As of 4 pm, March 27, 2020, Columbia County has 27 positive cases of COVID-19. We have received 291 test results completed for Columbia County residents. There are 96 under mandatory quarantine and 35 under precautionary quarantine. There are 10 residents with suspected, not tested cases.

      Today Governor Cuomo announced all New York State schools will be closed until April 15th at which point the matter will be reevaluated. It is important now more than ever to stay vigilant and STAY HOME. If you do have to go out, don’t touch common surfaces (credit card reader, doors, countertops, shopping carts). Wash your hands for 20 seconds. Cover your cough or sneeze with a tissue or your elbow.

      The Columbia County Department of Health announced today that four residents of Pine Haven Nursing & Rehabilitation Center in Philmont have tested positive for COVID-19. The four cases have been confirmed by New York State Department of Health (NYSDOH). Each of the four individuals are isolated at the facility. None of the four confirmed cases are hospitalized — their symptoms are being treated and managed by the facility. The families of the patients have been notified and the facility reports the patients’ symptoms are improving.

       

      Pine Haven Nursing & Rehabilitation is remaining vigilant in taking proper precautions to protect staff and all residents. The facility has taken several precautions over the past three weeks in an effort to protect their community. They have been closed to visitors for the past three weeks, and employees and all essential deliveries are being screened for travel, symptoms or fever.

       

      “I’m confident that Pine Haven is taking the necessary steps to protect their residents and employees,” Columbia County Board of Supervisors Chairman Matt Murell said Friday. “The Columbia County Department of Health remains in constant contact with the New York State Department of Health,” he added.

       

      “All nursing homes within the county have a plan to handle these types of contingencies,” said county Emergency Management Director David W. Harrison, Jr.

       

      “Pine Haven has and continues to be proactive. We understand they’ve been isolating residents to their wings. They’ve certainly been closely monitoring anyone coming in or out. As the Chairman mentioned we continue to communicate with the state throughout our response,” said Jack Mabb, Director of Public Health.

    • As of 3:30pm, March 26, 2020, Columbia County has 24 positive cases of COVID-19. We have received 279 test results completed for Columbia County residents. There are 95 under mandatory quarantine and 35 under precautionary quarantine. There are 8 residents with suspected, not tested cases.

    • As of 3:30pm, March 25, 2020, Columbia County has 19 positive cases of COVID-19. We have received 254 test results completed for Columbia County residents. There are 85 under mandatory quarantine and 30 under precautionary quarantine. There are 9 residents with suspected, not tested cases.
       
      Volunteers are critical for emergency response in public health.
       
      The ServNY volunteer management system, administered by the NYS Office of Health Emergency Preparedness (OHEP), is a registry of those willing to assist on behalf of New York State during an emergency. Currently, 6,546 people have volunteered to help when needed.

    • As of 2pm, March 24, 2020, Columbia County has 18 positive cases of COVID-19. We have received 235 test results completed for Columbia County residents. There are 82 under mandatory quarantine and 76 under precautionary quarantine. There are 5 residents with suspected, not tested cases. 

      It’s important that we all do our part to protect our community.

      1. Practice Social Distancing– Even if you feel well, stay home as much as possible. In public, keep 6 ft distance from others. Avoid unnecessary appointments. 
      2. Wash Your Hands. Cover Your Cough.– Cover your cough and sneezes. Use your elbow or a tissue. Avoid touching your eyes, nose, and mouth. 
      3. Take Caution with New Yorkers At-Risk– Take special caution to avoid exposing the elderly and people with underlying health conditions. Avoid visiting those most at risk, call instead. Offer help with groceries and other goods.

    • As of 3:30 pm, March 23, 2020, Columbia County has 17 positive cases of COVID-19. We have received 225 test results completed for Columbia County residents. There are 73 under mandatory quarantine and 82 under precautionary quarantine. 

      Upon receiving positive results, the nurses at CCDOH begin an investigation and reach out to the contacts of an individual with a positive COVID-19 test result. Those with direct contact with a positive case are then put on mandatory quarantine. Precautionary quarantine is when someone has indirect contact with a positive COVID-19 case. By social distancing, we take all the proper precautions to protect our public’s health. 

      Social distancing practices are meant to slow down the spread by doing the following: Stay home when you are sick; Call your health care provider in advance of a visit; Limit movement in the community i.e. attendance at events, restaurants, parties, etc.; Limit visitors to your home; Keep a 6-foot distance between you and others when out in the community; Avoid direct physical contact such as hand-shaking, holding hands, and hugging.

      Please note that If you are sick with any symptoms, stay home for 14 DAYS. Even if a person is sick with any other virus or mild respiratory illness, staying home protects them and their community. We all have the power to slow down the spread. 

       

      Essential services will continue. Governor Cuomo’s list of essential services can be found on our website. For those forced to be in public whether to obtain supplies or essential services workforce, you can continue to practice social distancing by keeping as much distance as possible from others (ideally 6 ft), wash hands frequently, don’t touch your face, avoid frequently touched surfaces (door handles, counter tops, sinks, sanitize your cell phone, light switches, remote controls, toilets, tables, chairs, etc. Use paper products as a barrier when appropriate.

      Columbia County Board of Supervisors Chairman Matt Murell and Columbia County Department of Health Director Jack Mabb announced today that a Columbia County resident has tested positive for Coronavirus (COVID-19). The positive test has been confirmed by New York State Department of Health (NYSDOH). CCDOH staff is monitoring the individual, who is under mandatory isolation at home.       Chairman Matt Murell said, “In conjunction with our Department of Health, Emergency Response and other departments, we have been working diligently to plan and prepare for our response to COVID-19 here in Columbia County, preparing for weeks for the inevitable case.”

    • As of 3:30 pm, March 19, 2020, Columbia County has 0 positive cases of COVID-19, 9 individuals under mandatory quarantine, 37 individuals under precautionary quarantine. We have received 74 test results completed for Columbia County residents, all with negative results.

      Remember that by staying home, you protect the vulnerable and those with occupations unable to stay home.     • As of 3 pm, March 18, 2020, Columbia County has 0 positive cases of COVID-19, 8 individuals under mandatory quarantine, 51 individuals under precautionary quarantine. We have received 46 test results completed for Columbia County residents, all with negative results.
      Testing for COVID-19 remains strict as resources are limited. Testing is prioritized for those who have suspected exposure or appropriate symptoms. Symptoms for testing include the following: fever, cough, shortness of breath.       New information was released today by New York State issuing information on actions to offset the economic impact of closures. The Federal Government held a press conference addressing testing.     • As of 4 pm on March 16, 2020, Columbia County has 0 positive cases of COVID-19, 3 individuals under mandatory quarantine, 9 individuals under precautionary quarantine.  We have received 15 test results completed for Columbia County residents, all with negative results. We continue to work closely with our local healthcare partners and community members on a case by case basis to evaluate testing criteria as issued by the CDC and NYSDOH.

      We continue to monitor the national and state guidance and adapt our local response plans accordingly.
      On March 16, 2020, the Governor issued an executive order, the Chairman of the Board of Supervisors issued State of Emergency for Columbia County, and the Mayor of Hudson issued a Local Emergency Order.
      The New York State Executive Order makes the following recommendations until further notice: no more public gatherings of over 50 persons, casinos will close at 8 pm tonight, gyms will close at 8 pm tonight, movie theaters will close at 8 pm tonight, bars/restaurants will close at 8 pm tonight- except for take out. It is recommended that only essentials be open after 8 pm tonight including grocery stores, gas stations, pharmacies, medical facilities.

      The Columbia County Health Department would like to thank you for your patience in waiting for updates.  The rapidly changing guidance from the Centers for Disease Control and NYSDOH about COVID-19 requires continued monitoring and adapting of our plans for response.

       

      As of this release, there are no positive cases of COVID-19 in Columbia County. The risk for potential cases in Columbia County remains low.  The public will be notified in the event of a positive case in Columbia County.

       

      It is recommended that we avoid person-to-person transmission of COVID-19 by staying vigilant in practicing respiratory virus protection measures:

      – Social distancing as defined by staying 6 feet from another individual

      -Avoid large crowds

      -Post-pone any events or travel that you can

      -Practice proper hand hygiene

      -Cover your cough and sneeze into your elbow crease

      -Avoid touching your face

      -Stay home when you’re sick

       

      At the time of this release CCDOH does not have testing capability. We will make every effort to update this information as soon as it becomes available. We do not have the hand sanitizer the Governor spoke about and as is the case we will let the public know as soon as we have any information.

      As of this release, there are no cases of COVID-19 in Columbia County. Our actions and how we form our plans for both health care providers and the general public are defined by the Centers for Disease Control through the New York State Department of Health.   The risk factor for potential cases impacting Columbia County remains low.  The Columbia County Department of Health along with local County Officials are committed to actively monitoring the progression of this new virus and modifying our response as required.

      You can help stop COVID19 by knowing the signs and symptoms, and doing simple things to keep yourself and others healthy.  Avoid close contact with people who are sick. Cover your cough or sneeze with a tissue, then throw the tissue in the trash. Avoid touching your eyes, nose and mouth. Clean and disinfect frequently touched objects and surfaces. Stay home when you are sick, except to get medical care.  Wash your hands often with soap and water for at least 20 seconds.

    • Covid-19 Risk is Low for Columbia County Residents

      The coronavirus is a respiratory pathogen spread by coughing that can cause an illness ranging from mild to severe.

      The Columbia County Department of Health in coordination with the New York State Department of Health, the Centers for Disease Control and Prevention, the local hospital and local providers are closely monitoring the global situation of respiratory illness, now being referred to as Covid-19.

      We are prepared to identify and manage suspect cases and will implement appropriate control measures to prevent the spread of disease locally.

      The danger to Columbia County residents is low. 

      The most important things to remember to protect against ANY respiratory virus is to avoid close contact with people who are sick, avoid touching eyes, nose, and mouth, wash hands with soap and water for at least 20 seconds, and clean and disinfect frequently touched objects and surfaces.

      The Columbia County Department of Health is actively monitoring for potential cases of the Novel Coronavirus and is taking precautions to limit the impact if the virus is found in Columbia County. Screening protocols are in place and guidance has been established for both health care providers and the general public. Although we are still learning about this new virus the prevention and mitigation principles for this virus are similar to those for the flu. Principles such as:

      • Good hygiene including frequent handwashing with soap and water
      • Coughing or sneezing into your elbow and NOT your hand
      • Keeping a 6 foot distance from others who have been exposed to the virus
      • Implementing social distancing such as canceling or limiting large gatherings
      • If you have symptoms of fever, chills, cough, and shortness of breath, stay home, eliminate close contact with others, and advise your medical provider

      Currently more people have been infected with the flu, and have died from the flu than the Coronavirus. Since a key factor with the Coronavirus is a travel history to China within the last 14 days, the risk factor for the virus impacting Columbia County is low. If you, or someone you have been in close contact with, has traveled from Wuhan City, Hubei Province, or mainland China within the past 14 days, please contact the Columbia County Department of Health.
